First group deliberation (15 minutes): Write and prepare to issue a 30-45 second public statement on your intentions.

Public statements: (10 minutes)

Diplomatic negotiations (20 minutes): Engage in diplomacy in an effort to achieve your desired objectives.

Second group deliberation (15 minutes): Write and prepare to issue a 30-45 second final public statement on your intentions.

Public statements: (10 minutes for all groups)
